低空(kong)空(kong)域(yu)改(gai)革(ge)助力通用航空(kong)振翅(chi)騰飛

“隨著全球(qiu)經濟轉型升級(ji)和技術革命的(de)不(bu)斷推進(jin),通(tong)(tong)用航空(kong)(kong)和無(wu)(wu)人機(ji)產業已經成為新興產業的(de)熱點(dian)之一,是推動航空(kong)(kong)強國(guo)(guo)、制(zhi)造強國(guo)(guo)、平安中國(guo)(guo)建設的(de)重(zhong)要(yao)手(shou)段,也(ye)是我國(guo)(guo)未來經濟轉型升級(ji)的(de)重(zhong)要(yao)領域(yu)。”中國(guo)(guo)交通(tong)(tong)運輸協會(hui)(hui)(hui)副會(hui)(hui)(hui)長、通(tong)(tong)用航空(kong)(kong)與無(wu)(wu)人機(ji)發展促進(jin)分會(hui)(hui)(hui)會(hui)(hui)(hui)長張春(chun)枝在近日(ri)舉行的(de)2023中國(guo)(guo)國(guo)(guo)際通(tong)(tong)用航空(kong)(kong)與無(wu)(wu)人機(ji)發展大會(hui)(hui)(hui)上指出。

中國(guo)民(min)用航(hang)空局(ju)(以下簡稱“民(min)航(hang)局(ju)”)空中交通(tong)管理局(ju)副總工程師謝(xie)林巖(yan)在該會議上(shang)認為,通(tong)用航(hang)空和無人機產業已經(jing)成(cheng)為世界(jie)各國(guo)競相發展的戰(zhan)略性新興產業,是強國(guo)富民(min)的重(zhong)要支撐(cheng)。

日(ri)前發(fa)布的《通用航空產(chan)業(ye)發(fa)展白皮書(2022)》顯(xian)示,新興工業(ye)化國家成為通用航空發(fa)展的重要市場(chang),巴西、俄(e)羅斯、印度(du)、中國和南非等金磚五(wu)國總共擁有通用飛機約4.5萬架,占全球比重10%左(zuo)右,未(wei)來市場(chang)發(fa)展空間(jian)大。

我國(guo)發(fa)展通(tong)用(yong)(yong)(yong)航空(kong)(kong)(kong)的(de)熱(re)情空(kong)(kong)(kong)前高漲。據了解,2016年國(guo)務院發(fa)布《關于促進通(tong)用(yong)(yong)(yong)航空(kong)(kong)(kong)業(ye)發(fa)展的(de)指導意見》,可以(yi)視(shi)作通(tong)用(yong)(yong)(yong)航空(kong)(kong)(kong)發(fa)展的(de)重要轉(zhuan)折,全(quan)社會開始對(dui)通(tong)用(yong)(yong)(yong)航空(kong)(kong)(kong)發(fa)展予以(yi)密切(qie)關注。有(you)關部(bu)委、地方政(zheng)府積極(ji)開展試點、推(tui)動(dong)示范工程、打造產(chan)業(ye)園區。此外,全(quan)國(guo)每年舉辦的(de)通(tong)航大(da)會、發(fa)展論壇和飛行表演(yan)達(da)到10余場,航空(kong)(kong)(kong)科普活(huo)動(dong)逐(zhu)漸(jian)進入(ru)公眾(zhong)視(shi)線(xian),社會資本也紛(fen)紛(fen)進入(ru)通(tong)用(yong)(yong)(yong)航空(kong)(kong)(kong)領(ling)域(yu),通(tong)航產(chan)業(ye)正逐(zhu)步成為新的(de)經濟(ji)增長(chang)點。

融合發展將開啟萬億市場

通(tong)用航(hang)(hang)空(kong)通(tong)常被(bei)認為是人(ren)(ren)類交(jiao)通(tong)運(yun)輸的(de)(de)“第四次革命”,旅游景點(dian)的(de)(de)滑翔傘,應(ying)急搶險的(de)(de)直升機,農業(ye)灌溉、氣象探測(ce)、海(hai)洋監測(ce)、遙感測(ce)繪用的(de)(de)無人(ren)(ren)機等都(dou)屬(shu)于通(tong)用航(hang)(hang)空(kong)的(de)(de)范疇,由通(tong)用航(hang)(hang)空(kong)器研(yan)發(fa)制造、市場運(yun)營、綜合保障、延伸(shen)服務構成的(de)(de)通(tong)用航(hang)(hang)空(kong)產業(ye)是低空(kong)經濟的(de)(de)主體(ti)。行(xing)(xing)業(ye)報告預計,到(dao)2030年(nian),我國通(tong)用航(hang)(hang)空(kong)市場規模(mo)總和將(jiang)達到(dao)1.4萬(wan)億元左右,2020年(nian)到(dao)2030年(nian)市場規模(mo)增量(liang)將(jiang)達到(dao)1.2萬(wan)億元左右。低空(kong)空(kong)域有效開發(fa)利用和低空(kong)飛行(xing)(xing)服務保障體(ti)系(xi)建(jian)設(she),是我國通(tong)用航(hang)(hang)空(kong)高質量(liang)發(fa)展的(de)(de)根(gen)本保障。

近(jin)年(nian)來,國家出(chu)(chu)臺了(le)(le)(le)一系(xi)列進(jin)行(xing)低(di)(di)空(kong)(kong)空(kong)(kong)域(yu)(yu)管理(li)改(gai)(gai)革(ge)、促進(jin)通(tong)用(yong)(yong)(yong)航空(kong)(kong)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)的(de)政(zheng)策(ce)(ce)法(fa)規(gui)和(he)(he)發(fa)(fa)展(zhan)(zhan)規(gui)劃,為通(tong)用(yong)(yong)(yong)航空(kong)(kong)和(he)(he)無人機市場的(de)發(fa)(fa)展(zhan)(zhan)提(ti)(ti)供(gong)了(le)(le)(le)重(zhong)要的(de)政(zheng)策(ce)(ce)保障。2010年(nian),《關(guan)(guan)于(yu)(yu)深化我國低(di)(di)空(kong)(kong)空(kong)(kong)域(yu)(yu)管理(li)改(gai)(gai)革(ge)的(de)意見》的(de)發(fa)(fa)布,拉開了(le)(le)(le)低(di)(di)空(kong)(kong)空(kong)(kong)域(yu)(yu)管理(li)改(gai)(gai)革(ge)的(de)序(xu)幕。《“十(shi)四五”現代(dai)綜合(he)交通(tong)運輸體系(xi)發(fa)(fa)展(zhan)(zhan)規(gui)劃》提(ti)(ti)出(chu)(chu),深化低(di)(di)空(kong)(kong)空(kong)(kong)域(yu)(yu)管理(li)改(gai)(gai)革(ge),有序(xu)推進(jin)通(tong)用(yong)(yong)(yong)機場規(gui)劃建設。《“十(shi)四五”旅游(you)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)規(gui)劃》提(ti)(ti)出(chu)(chu),完善低(di)(di)空(kong)(kong)旅游(you)發(fa)(fa)展(zhan)(zhan)政(zheng)策(ce)(ce);《“十(shi)四五”航空(kong)(kong)物流(liu)發(fa)(fa)展(zhan)(zhan)專項(xiang)規(gui)劃》提(ti)(ti)出(chu)(chu),探索構(gou)建通(tong)用(yong)(yong)(yong)航空(kong)(kong)物流(liu)網絡;《關(guan)(guan)于(yu)(yu)鞏固回(hui)升向好趨(qu)勢加(jia)力(li)(li)振作(zuo)工業(ye)(ye)經(jing)濟的(de)通(tong)知》提(ti)(ti)出(chu)(chu),促進(jin)通(tong)用(yong)(yong)(yong)航空(kong)(kong)及新能(neng)源(yuan)飛行(xing)器等產業(ye)(ye)創(chuang)新發(fa)(fa)展(zhan)(zhan);《擴大內需戰略規(gui)劃綱要(2022年(nian)~2035年(nian))》提(ti)(ti)出(chu)(chu),釋放通(tong)用(yong)(yong)(yong)航空(kong)(kong)消費潛力(li)(li),加(jia)快培育(yu)低(di)(di)空(kong)(kong)等旅游(you)業(ye)(ye)態……

截(jie)至目前,低空(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)域(yu)(yu)管理(li)(li)改(gai)革在(zai)3輪試點中(zhong)逐步(bu)深(shen)入,低空(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)域(yu)(yu)資源(yuan)得到有(you)(you)效釋(shi)放,極大(da)地促進了通用(yong)航(hang)空(kong)(kong)(kong)(kong)的(de)發展。“十(shi)四五”期間,低空(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)域(yu)(yu)管理(li)(li)改(gai)革將逐步(bu)在(zai)全(quan)國(guo)更大(da)范(fan)圍(wei)展開。廣(guang)西提(ti)出要積極對接中(zhong)央空(kong)(kong)(kong)(kong)管委(wei)、民航(hang)局等國(guo)家(jia)部(bu)委(wei),爭取納(na)入國(guo)家(jia)低空(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)域(yu)(yu)改(gai)革試點省。江(jiang)(jiang)蘇、浙(zhe)江(jiang)(jiang)、廣(guang)東、重慶(qing)等省市(shi)都編制(zhi)了“十(shi)四五”低空(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)域(yu)(yu)管理(li)(li)改(gai)革和通航(hang)發展規(gui)劃,強調要充(chong)分利用(yong)低空(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)域(yu)(yu)管理(li)(li)改(gai)革契機,成立低空(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)域(yu)(yu)協同管理(li)(li)機構,支(zhi)持有(you)(you)條件的(de)地區和有(you)(you)通航(hang)產業基礎的(de)地區開展低空(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)域(yu)(yu)管理(li)(li)改(gai)革先(xian)行先(xian)試。

在(zai)2023中國(guo)(guo)國(guo)(guo)際通(tong)用(yong)(yong)航空與無人(ren)(ren)(ren)機發(fa)展(zhan)大會上,業(ye)內人(ren)(ren)(ren)士認為,在(zai)經(jing)濟轉型升(sheng)級和(he)科技進步加持的大背景下,我國(guo)(guo)通(tong)用(yong)(yong)航空和(he)無人(ren)(ren)(ren)機產(chan)業(ye)正呈現出應用(yong)(yong)場(chang)景多元化、無人(ren)(ren)(ren)機產(chan)業(ye)井噴、技術(shu)創新引領(ling)和(he)數智化轉型加速等(deng)四大發(fa)展(zhan)態(tai)勢(shi),多行業(ye)交叉融合的發(fa)展(zhan)模式可(ke)望(wang)開啟通(tong)用(yong)(yong)航空和(he)無人(ren)(ren)(ren)機產(chan)業(ye)萬(wan)億級新興市場(chang)。通(tong)用(yong)(yong)航空和(he)無人(ren)(ren)(ren)機產(chan)業(ye)逐(zhu)漸涉足(zu)城市管(guan)理、公(gong)共安全(quan)等(deng)更多領(ling)域,預計5年內全(quan)球無人(ren)(ren)(ren)機市場(chang)規模將突破(po)萬(wan)億元。物聯網、云計算、人(ren)(ren)(ren)工智能等(deng)新技術(shu)使得通(tong)用(yong)(yong)航空和(he)無人(ren)(ren)(ren)機產(chan)品在(zai)導航、精準定位、遙感成像等(deng)方面實現質的飛躍。

前景廣闊引各地爭相進入

地(di)方(fang)(fang)政(zheng)(zheng)府(fu)成為(wei)(wei)推動區域(yu)通用(yong)航(hang)(hang)空(kong)(kong)發展的主(zhu)導(dao)力(li)量。近年來,湖南(nan)(nan)、海南(nan)(nan)、江(jiang)西(xi)、安徽、黑龍江(jiang)、遼寧、江(jiang)蘇(su)、四川、廣東、河(he)北(bei)、云南(nan)(nan)、河(he)南(nan)(nan)、山西(xi)等地(di)紛紛出臺(tai)一系列通用(yong)航(hang)(hang)空(kong)(kong)政(zheng)(zheng)策。北(bei)京(jing)航(hang)(hang)空(kong)(kong)航(hang)(hang)天大學(xue)通用(yong)航(hang)(hang)空(kong)(kong)產業(ye)研(yan)究(jiu)中(zhong)心主(zhu)任高遠洋認為(wei)(wei),這(zhe)些地(di)方(fang)(fang)性支(zhi)持政(zheng)(zheng)策無論是(shi)以政(zheng)(zheng)策意見、支(zhi)持措施(shi)、行動計劃還是(shi)以民航(hang)(hang)發展規劃、綜合立體交通規劃、通用(yong)航(hang)(hang)空(kong)(kong)專項規劃等形式發布,都很(hen)有(you)高度且不失務實性、具體性,有(you)很(hen)強的指導(dao)作用(yong),體現出地(di)方(fang)(fang)政(zheng)(zheng)府(fu)發展通用(yong)航(hang)(hang)空(kong)(kong)的自覺意識,也(ye)說明政(zheng)(zheng)府(fu)通用(yong)航(hang)(hang)空(kong)(kong)領(ling)導(dao)團隊越來越專業(ye)。

據了解,作為全國首(shou)個全域低空(kong)(kong)空(kong)(kong)域管理改(gai)革試點省份,湖(hu)(hu)南(nan)構建了全域低空(kong)(kong)空(kong)(kong)域協同運(yun)行(xing)管理的技術和(he)制度保(bao)障(zhang)體系,催生(sheng)出12項全國第一的改(gai)革成果。截至2022年底(di),湖(hu)(hu)南(nan)省已注冊(ce)經營(ying)性通(tong)航公司28家,2022年實(shi)現通(tong)航飛行(xing)時(shi)間(jian)2.98萬小(xiao)時(shi),通(tong)航產業實(shi)現年營(ying)收510億(yi)元(yuan)。

安徽蕪(wu)湖已形成涵蓋航空新(xin)材料(liao)、通航整機、衛星、無(wu)人機等特色鮮明、自主可(ke)控(kong)的產(chan)(chan)(chan)業鏈(lian),核心項目近200個。截至(zhi)2022年(nian)上半年(nian),蕪(wu)湖市低空經濟產(chan)(chan)(chan)業實現產(chan)(chan)(chan)值141.7億元、增(zeng)速20.5%。

江西省首家低(di)空(kong)(kong)數字經(jing)濟應(ying)用技術研究(jiu)院(yuan)近日成立,該(gai)研究(jiu)院(yuan)致(zhi)力以政(zheng)產學研相結合的模(mo)式構建業(ye)內一流(liu)的科研創新平(ping)臺,圍繞(rao)江西省《支持(chi)低(di)空(kong)(kong)經(jing)濟發展的若干(gan)措(cuo)施(shi)》,深入探索(suo)低(di)空(kong)(kong)空(kong)(kong)域(yu)管理改革,發掘低(di)空(kong)(kong)空(kong)(kong)域(yu)市場價值(zhi),促(cu)進低(di)空(kong)(kong)經(jing)濟發展。

海南省三(san)亞(ya)市(shi)(shi)司法局日前發(fa)(fa)布關于公開征(zheng)求(qiu)《三(san)亞(ya)市(shi)(shi)促進低空旅(lv)游(you)(you)發(fa)(fa)展暫行辦法(草案征(zheng)求(qiu)意(yi)見稿)》意(yi)見的(de)公告顯示,三(san)亞(ya)市(shi)(shi)政(zheng)府將(jiang)領導全市(shi)(shi)低空旅(lv)游(you)(you)發(fa)(fa)展工作,將(jiang)低空旅(lv)游(you)(you)發(fa)(fa)展納入國民經濟和(he)社(she)會(hui)發(fa)(fa)展規(gui)劃,支持低空旅(lv)游(you)(you)創新(xin)發(fa)(fa)展,推(tui)動低空旅(lv)游(you)(you)產業與酒(jiu)店民宿、會(hui)議展覽、節慶賽(sai)事(shi)等其他產業融合發(fa)(fa)展。

新定位力促展現新作為

雖然發(fa)展(zhan)勢頭正好,但我國通(tong)(tong)(tong)航(hang)產(chan)(chan)業卻落(luo)后于發(fa)達(da)國家。據了(le)解,全球航(hang)空(kong)產(chan)(chan)業鏈完整的(de)(de)國家,通(tong)(tong)(tong)航(hang)規模會占(zhan)(zhan)到(dao)(dao)航(hang)空(kong)業整體的(de)(de)10%~15%,通(tong)(tong)(tong)航(hang)飛(fei)行總量(liang)(liang)占(zhan)(zhan)到(dao)(dao)民航(hang)飛(fei)行總量(liang)(liang)的(de)(de)50%以上(shang)。截至(zhi)2022年(nian)上(shang)半年(nian),我國通(tong)(tong)(tong)航(hang)飛(fei)行總量(liang)(liang)不到(dao)(dao)運輸(shu)飛(fei)行總量(liang)(liang)的(de)(de)20%。業內人(ren)士(shi)認為,我國的(de)(de)飛(fei)行員數量(liang)(liang)、飛(fei)機(ji)起降(jiang)場(chang)地(di)(di)數量(liang)(liang)(包括運輸(shu)機(ji)場(chang),通(tong)(tong)(tong)航(hang)機(ji)場(chang),草地(di)(di)跑(pao)道,直升(sheng)機(ji)起降(jiang)點等(deng))、通(tong)(tong)(tong)用(yong)航(hang)空(kong)年(nian)飛(fei)行小時數、通(tong)(tong)(tong)用(yong)航(hang)空(kong)器數量(liang)(liang)都(dou)不如通(tong)(tong)(tong)航(hang)產(chan)(chan)業發(fa)達(da)的(de)(de)國家。我國通(tong)(tong)(tong)航(hang)產(chan)(chan)業還(huan)存在產(chan)(chan)業鏈條較短、高新技術支撐能力不足、開放合作(zuo)程度不高等(deng)問題,必須從基礎(chu)環(huan)節入手(shou),立(li)足補(bu)短板(ban)、固長板(ban),實行系統創新,加快實現(xian)低空(kong)經濟高質量(liang)(liang)發(fa)展(zhan)。

據(ju)悉,“十(shi)三五”以來(lai),民航(hang)局提(ti)出“一二三三四(si)”總(zong)(zong)體工作(zuo)思路,通用航(hang)空與運(yun)輸航(hang)空“兩翼齊飛(fei)”,明(ming)確“放(fang)管(guan)結(jie)合、以放(fang)為主、分類管(guan)理”監管(guan)思路,推動通用航(hang)空“飛(fei)起(qi)來(lai)、熱起(qi)來(lai)”。“十(shi)四(si)五”時期,通用航(hang)空被(bei)賦(fu)予新(xin)(xin)定(ding)(ding)位(wei)和新(xin)(xin)作(zuo)為。據(ju)民航(hang)局相(xiang)關(guan)負責人(ren)介紹,“十(shi)四(si)五”時期,我國通用航(hang)空發(fa)展(zhan)將調整(zheng)為新(xin)(xin)的“一二三三四(si)”總(zong)(zong)體工作(zuo)思路,以守(shou)牢(lao)安全底線,堅持“定(ding)(ding)支(zhi)點、找定(ding)(ding)位(wei)、明(ming)方(fang)位(wei)、顯作(zuo)為”的總(zong)(zong)原則,大力發(fa)展(zhan)公益服務,積(ji)極鼓(gu)勵新(xin)(xin)興消費,穩步推進(jin)短(duan)途運(yun)輸,深化(hua)拓展(zhan)無人(ren)機應用,鞏固優化(hua)傳統作(zuo)業,提(ti)升資源保障能力,優化(hua)行業治理,促進(jin)國產(chan)航(hang)空器及(ji)裝(zhuang)備制造創新(xin)(xin)應用。
